Ok’laxithel
The Eternal Trickster, Shaper of Mountains, and Master of Language.
Ok’laxithel (pronounce oh-KLAX-ih-thel) is a Copper dragon, and is the whimsical and worldly wordsmith of the Council of Seven. Her puckish demeanor and puerile sense of humor belied a terrible strength that rivaled that of Rak'ar'nazak and It’orn Ul’yyk. It was through brute force that Ok’laxithel shaped the world, literally raising mountains, crushing valleys and leveling the plains of Temnia.
History
Ok’laxithel had great wisdom, immense power and undeniable strength, which made her a natural choice for the Council of Seven. She found the council to be overly somber and self-important, while the business of creating a world and a people to be ridiculous, which she considered a point in its favor. It was with this sense of the absurd that Ok’laxithel took on the work of shaping the world. She enjoyed mischief, and took every opportunity she could to introduce farce and folly into the overly serious business of making a world in the Council's image. Playing pranks on a literally biblical scale was a joke worthy of her time. Many of the absurdities of the world are attributed to Ok’laxithel's influence. For example, she is credited with creating language as the means of communication between people. Language's descriptive imprecision, lexicological contradictions and grammatical pitfalls encapsulate her genuis and her savage sense of humor. She was no fool, however. She knew that she could not make herself a burden to the council. She had to steer the council in the right directions, but knew better than to adopt the condescending self-righteousness of It'orn Ul'yyk and Yuar'ev Q'nz. She knew that Brik’arsaz and G’chal’trezk were brimming with cruel ideas on how the world should be ordered, and if they felt that their ideas were not respected, the council would split and the world would be dominated by endless wars between the Chromatic and Metallic Dragons, and the dragonborn they created. Her penchant for deception was instrumental for the direction and control of the more destructive members of the council, and her enjoyment of mocking and debasing the self-righteous members of the council helped keep the council from falling apart.

They can also be seen as clever and cruel japes, meant to ridicule those whose ideas are false or dangerous. One could also see them simply as a humerous diversions, existing to do little more than to teach humility and perspective to those would place themselves at the center of fate's design. The lack of clarity regarding his motives in any given story is intentional.
Clergy
The Counfounder's faithful tend to consist of clerics and oracles. Most who are ordained are respected teachers and oraters, spreading knowledge among the Dragonborn and archiving their history. A small number of Ok’laxithel's clergy will make money for the church by grifting humans or other non-dragonborn.
