# Tzin-Tao Narim Tzin is the Immortal Emporer, ruler of heaven and earth. Master of the three chis, bestowed by the three Pure Ones. - Chi of Heaven - The constellations, planets, fate, cosmic order, and the karmic cycle that rules immortal life. - Holder of the Pearl of Creation - Chi of Earth - Elemental power, including the cycle of life and death that rules mortal life. - Holder of the Fan of Harmony - Chi of Spirit - Wisdom, thought, reason, civilization and the mortal order. - Holder of the Rod of Authority His rulership has endured since the beginning of time and shall continue until the end of all things. He is in charge of the celestial bureaucracy, which handles very specific and narrowly defined spheres of power, each flowing from the Immortal Emperor to his delegates, and their delegates, and their delegates, and so on to even the lowliest of divine spirits. He is also the ruler of mortal-men, and as such is the head of state of the Yen'xhai Dominion. Like the celestial bureaucracy, the Immortal Emperor has delegated rulership to 13 immortal houses, each tied to an immortal master and their chosen delegates.
